Mayor Frank Scott, Jr. Unveils “Little Rock 2030: Forward Together”

Comprehensive plan sets measurable priorities for a safer, stronger and more affordable city

LITTLE ROCK— On Thursday, Oct. 1 Mayor Frank Scott, Jr. unveiled Little Rock 2030: Forward Together, a comprehensive plan to build on the city’s progress and deliver greater opportunity, stronger neighborhoods and a better quality of life for every Little Rock resident. The plan presents Mayor Scott’s vision for the next four years and establishes specific commitments in public safety, housing, economic development, infrastructure, education, parks, sustainability, and city services.

“Little Rock is home, and serving as mayor of this city has been the greatest honor of my life,” Mayor Scott said. “Together, we have created more than 14,000 jobs, reduced violent crime, expanded housing opportunities and made historic investments in our neighborhoods, parks, streets, and public infrastructure. That progress is real, but our work is not finished. Little Rock 2030 is our plan to build on that momentum and strengthen what makes our city a great place to raise a family, start and grow a business, advance a career and enjoy life. It’s about moving forward together, with pride in the city we call home and confidence in its future.”

Little Rock 2030: Forward Together is organized around five commitments:

  • A Safer Little Rock: Invest in early intervention to prevent neighborhood violence; Increase specialized social workers to response teams;  expand the Real-Time Crime Center with strong community oversight; expand free gun-lock distribution through Project ChildSafe. 

  • Housing People Can Afford: Strengthen the Housing Trust Fund by moving closer to 2,000 high-quality single- and multifamily homes for working families and essential workers; use permit-ready designs to reduce costs and speed construction on vacant lots; advance the Downtown Master Plan; complete an 80-unit micro home village and emergency shelter; establishes an heirs’ property program to help families secure clear titles, preserve generational wealth and return abandoned property to productive use.

  • Jobs, Small Businesses and Economic Opportunity: Attract a major manufacturing employer to the Port of Little Rock; create stronger pathways for entrepreneurs and local small businesses to work with city government; remove unnecessary procurement barriers; establish a new certification program that creates defined contracting opportunities for qualified local businesses; eliminate food deserts through partnering with grocery providers; utilize city price offsets to keep healthy food affordable; launch a second mobile market.

  • Stronger Neighborhoods and Better City Services: Accelerate street paving and drainage repairs, fund the Cantrell Road gap to complete the River Trail loop, and revitalize Historic 9th Street; upgrade 3-1-1 with text reporting and live tracking; consolidate code enforcement into a single, aggressive team to eliminate neighborhood blight.

  • Parks: Mobilize state, federal, and philanthropic partners to turn $30M investment for 30 Crossings Park into premier downtown landmark; secure dedicated funding streams to fully execute the master plans for War Memorial & Hindman Parks, key destination parks; grow private and non-profit partnerships to build a permanent reserve for long-term park maintenance and upgrades citywide.

  • A Place Where Every Person can Thrive: Expand Community Schools; open new early childhood education slots for toddlers; launch 529 college savings accounts for LRSD elementary students; deliver full, active programming at the City’s Senior Center and partner with businesses to secure barrier-free Age-Friendly certifications.

“This is not simply a vision for what Little Rock could become,” Scott said. “It is a plan for what we will do, how we will measure our progress and how residents will see the results in their daily lives. We have proven what is possible when we move with a shared purpose. Now, we are ready to move Little Rock forward together.”
